Since January 1, 2025, most non-commercial passenger vehicles in Texas no longer need an annual safety inspection, but emissions testing is still required in 17 counties, including Harris and Fort Bend, which cover most of Katy. Here is what that means for Katy drivers.
What changed in 2025?
Texas House Bill 3297 ended the annual safety inspection requirement for most non-commercial vehicles starting January 1, 2025. Instead, owners of those vehicles pay an inspection program replacement fee when they register. Commercial vehicles still need a safety inspection.
Do Katy drivers still need an emissions test?
Usually, yes. Emissions inspections continue in 17 Texas counties: Brazoria, Collin, Dallas, Denton, El Paso, Ellis, Fort Bend, Galveston, Harris, Johnson, Kaufman, Montgomery, Parker, Rockwall, Tarrant, Travis and Williamson. Katy spans Harris, Fort Bend and Waller counties. If your vehicle is registered in Harris or Fort Bend County, it generally needs an emissions inspection before registration renewal. Waller County is not on the emissions list.
Which vehicles need an emissions test?
In the emissions counties, gasoline vehicles from 2 to 24 years old generally need the test. New vehicles in their first two years and some vehicle types are exempt. Check the Texas Department of Public Safety or your registration renewal notice for your vehicle’s exact requirement.
How does “Two Steps, One Sticker” work?
Texas uses a single registration sticker. You pass any required inspection first, and the result is recorded electronically. Then you renew your registration with the county or online. You can renew once the passing result is on file.
What can cause a vehicle to fail emissions?
- A lit check-engine light
- Unfinished readiness monitors, often after a recent battery disconnect or code clearing
- Faulty oxygen sensors, catalytic converter problems or evaporative (EVAP) leaks, including a loose gas cap
